CDM (Construction Design and Management Regulations 2007)

 

The Construction (Design & Management) Regulations came into force on 6th April 2007 and bring together the best bits from the CDM Regulations 1994 and the Construction Regulations 1996 into a single document.

 

The CDM Regulations 2007 places legal duties on the dutyholders involved with construction work, essentially they are:

 

Client

A client is anyone having construction work carried out as part of their business such as a private client, property developer or management company. The client must understand the CDM Regulations and their responsibilities to ensure the safety of all involved from the earliest stages of the project. They also need to understand the competence requirements and are responsible for notifying the HSE using Form10 when the project is going ahead.

 

CDM Co-ordinator

A Co-ordinator has to be appointed to advise the client on projects that last more than 30 days or involve 500 person days of construction work. The co-ordinator must have appropriate experience and competence and also must pull together the projects health and safety record.

 

Designers

Designers are architects, engineers and quantity surveyors who are involved in the design and costing of the construction project.

 

Principal Contractors

A Principal contractor has to be appointed for projects that last more than 30 days or involve 500 person days of construction work. Their role is to plan, manage and co-ordinate health and safety during the construction work. They are usually the main or managing contractor for the work.

 

Contractor

Other than Principal contractors the contractor is involved in the demolition, construction or modification of the project. This could be a company, partnership or the self-employed.

 

Worker

Basically anyone who carries out work on the demolition, construction or modifications of the project.
